I think either Google or CAT has changes something in their scripts which has caused this. What I'd recommend is setting both calendars to your time zone, then re-import CAT's iCal file into Google Calendar. If that still doesn't work, try contacting CAT and see if others have had this issue and if they know a work around. I’m not too sure how long.
